About the Book The 73rd Constitution Amendment Act has given a thrust to a new paradigm of planning at the grassroots level. With this amendment, the Gram Panchayats together with Block and Zilla Panchayats would make plans as per their local resources and felt-needs, and undertake necessary programmes of direct importance to the community and also to the individuals.

The core approach is that the village panchayat plans, prepared with peoples’ participation, are joined by plans prepared by the intermediate and district panchayats and then these are consolidated by the district planning committee (DPC) along with Municipal Plans into the Draft District Development Plan, in accordance with Article Self-Government.
